Ilum is the original post-chapter 3 location for both factions.The flaw with this idea (and probably why the vendors are where they are) is that it would serve as a spoiler as to who your future companions are going to be.That's also why the vendors are located at the start of the "chapter" planets, after you've gained 2-3 companions post-completion of the chapter.I agree though that the game could use a more centralized vendor at an end game point that sold all the customizations.I think they were based on when you got the companions - they didn't want any "spoilers" as to which companions you get in the game, so Blizz customizations wouldn't be available until you finished Hoth, etc.Oh, that makes sense.
