Strong storm systems and resulting large waves have led to substantial erosion along much of the Great Lakes coastline.”In July, the level in the two lakes skirted under the record set for that month in 1986, but was still well below the overall record set in October 1985, when the lakes were 1.5 metres above chart datum (176 metres).The range predicted for the two lakes for the next six months suggests the water level could be well above that starting in June, and about 20 centimetres higher than the 2019 high-water mark set in July.For Wasaga Beach, that could mean, well, very little beach.“If water levels continue to rise in 2020, and based on what we have already observed, we anticipate that there will be less beach area available for recreational opportunities at Wasaga Beach Provincial Park,” said park superintendent John Fisher.Fisher said staff will be monitoring shoreline erosion in the park to determine management and remediation options.The town has already shut down Beach Drive for the winter, after high water and extreme storm events in October pushed sand across the street –– and, in some cases, into the lower-level retail stores that line the street.Public works executive director Kevin Lalonde said a report will be coming to council in the next two months exploring keeping the street closed beyond May, leaving the sand in place.That may not be a bad thing, he added, as it could provide more "beach" area if water levels are higher. It has very big municipal implications,” said Collingwood Mayor Brian Saunderson, who is a member of the board of the Great Lakes St. Lawrence Cities Initiative (GLSLCI), a bi-national organization of mayors of municipalities around the Great Lakes and the seaway.“We don’t have the tools to tackle this on our own. It also has been found to mitigate the impact of wave action on the commercial properties.“We continue to monitor the effectiveness of leaving the sand on Beach Drive as an interim strategy … and managing traffic logistics around that potential closure,” Lalonde said.The high water levels have also had an impact on stormwater outlets in both communities that drain into the bay.“We have areas where stormwater sewers are backed up because water levels are that high,” Saunderson said.Lalonde’s department has implemented proactive maintenance measures with its stormwater outlets.High water is “challenging the capacity of the system, especially when (stormwater outlets) are partially submerged,” he said. It needs to be a much larger, provincial, federal and bi-national approach, because the water levels are high everywhere.” In early January, Saunderson was part of a GLSLCI meeting with Ontario Environment Minister Jeff Yurek to discuss ways in which the province can work with municipalities on a host of Great Lakes issues, including high water levels.The mayors are also looking to the federal government to spend $100 million a year for the next 10 years to address freshwater issues in the lakes.In Collingwood’s case, it’s already needed to address erosion issues at Sunset Point that have cost the municipality approximately $300,000.“These are extremely expensive undertakings, so we need to find ways to combat this on a larger scale,” he said.According to the USACE, several natural factors will contribute to the record lake levels, including persistent wet conditions and warmer temperatures across the Great Lakes basin through December. “We’ve had to adapt to that new reality.“We have a number of storm outfalls and outlets to the bay.… Those operate at reduced capacity because they’re either submerged from time to time, or sediment is dropped at the outlet and migrates up the pipe.”Shoreline residents who want to address erosion concerns may need to approach the Ministry of Natural Resources and Forestry, the municipality, the conservation authority, and possibly federal authorities such as the Department of Fisheries and Oceans.Shoreline residents adjacent to the beach can contact Fisher on the need for an Ontario Parks work permit or the work permit process at If you thought water levels in 2019 were high, hang on to your swim shorts.The U.S. Army Corps of Engineers (USACE) is warning that lakes Huron and Michigan will hit record highs in 2020, breaking through an all-time record set in 1985 –– based on data that’s been collected since 1918.Municipalities on the Lake Huron shoreline are already struggling to keep up with severe storm events that have been exacerbated by high water levels, and the threat of even higher levels has local politicians looking to upper levels of government for help.“In the short term, very few (municipalities), if any, are ready, because this is not just a local municipal issue.
